Mission/ Core purpose of the Job

The mission is to drive the strategy implementation of MTNSS’s radio (2G, 3G, 4G) base station network coverage and capacity rollout in order to achieve a cost effect network design and provide adequate radio network capacity, good grade/ level of service and good network quality to enable higher revenue generation for the MTNSS

Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

Key Tasks: 

·          Define network technology, infrastructure and capacity management systems and planning tools required for higher accuracy and continuous improvement in radio network planning and rollout program management

·          Manage and maintain relationships with internal / external stakeholders; define and ensure adherence to best practices in regional planning activities

·          Ensure that MTNSS’s BSS network rollout incorporates performance improvement objectives determined in the course of network optimization or as stipulated in the business plan for quality and grade of service

·          Manage the upgrade & expand project with vendors.

·         Monitor 2G/3G RAN KPI’s Daily and escalate all finding concerns on the BSC ‘s to the line manager

·         Planning for BSC/RNC Capacity be reviewed with the line manager & CTO for approval.

·         Monitor 2G/3G Node performance and issue weekly report .

·         Manage service & resource inventory .

·         BSC/RNC Testing & acceptance handling .

·         Follow up and monitor KPI & the performance of the managed services

·         Provide technical support and consultation for Managed services team (Ericsson Team).Ensure that the BSS network is designed to ensure technology evolution capability

·         Direct deployment, track and enhance radio network traffic handling capability, in order to enhance network efficiency and revenue generation capability

·          Define the immediate to long term strategy for tools, applications and hardware systems to support MTNN’s network rollout into the future

·         Innovate customized integrated systems and solutions geared toward process improvement and efficiency in network design, rollout and capacity monitoring activities with the Technical Systems Support Team

·         Expenditure reduction (OPEX and CAPEX) through higher efficiency in budgeting cost management, negotiations etc.




·         Budget constraints, especially OPEX

·         Calibre and skill level in the operations

·           

·         Lengthy procurement and requisition processes leading to time lags in equipment delivery


·         Technology obsolescence, changes to equipment importation rules and regulations (Customs, CBN, etc.)

Independent thought and Judgment:

·         Create optimal environment supported by systems to achieve metrics results in line with the organizational strategy and the direction set by MTN group

·         Free to make decisions subject to policies and procedures of the company and division’s budgets 

·         Influence on major BSS Technology decisions and advanced features roadmap in line with technology evolution

·         Make recommendations on achieving company long term goals on excellent quality of service

·         Manage and lead the full range of strategic intent work

·         Need to plan for contingencies 

·         Rotation of staff/engineers based on job pressure/emergencies & input on major network configuration, capacity and topology changes

Minimum Requirements  



Bachelors degree in Electrical / Electronics / Communications Engineering



·         5 years working experience with a minimum of 3 years experience on radio network planning and optimization in dynamic telecoms operator environment and some experience in dealing with vendors/suppliers on technical and commercial issues

·         Extensive experience of 2G, 3G GSM, WCDMA & HSPA Radio Network Planning, implementation & rollout program management

·         Experience in coverage area planning, radio capacity dimensioning and performance monitoring, statistical analysis and reporting with experience in managerial capacity within an engineering related field




                 Relevant GSM / 3G technical training.

                 Relevant planning, forecasting & data analysis trainings.

                 New technologies seminar / training
