Description:

Our client HPF aims to lay the foundations for the Government of South Sudan to provide quality healthcare for its own people in a future free from a dependency on foreign aid. The programme has a strong focus on transforming maternal and child health in South Sudan where child and maternal mortality rates are among the world’s highest.
The objectives of the fund are:
1. To improve the access, use, and quality of Primary Health Care (PHC) services and Emergency Obstetric and Newborn Care (EmONC) services
2. To increase accountability and effectiveness by working with community mechanisms for improving health and health education
3. To support the strengthening of key stewardship functions of the MoH, including: planning, management, coordination, supervision and monitoring at all levels, in accordance with MoH guidelines and tools.
HPF Phase 1 operates in six states – Eastern Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes – and is funding 21 implementing partners to support primary health care services in 686 health facilities, including 19 hospitals, across 39 counties.
Role and Responsibilities:
The Director of Operations is a key position in the successful management of the HPF Juba office. The position will report to the HPF Team Leader and will have the following responsibilities:
 In close coordination with the project’s senior management team, will take the lead in ensuring project systems, policies and procedures work effectively;
 Coordinate closely with senior management and Security Manager to ensure the safety and security of all project staff;
 Work with the Security Manager to update, implement, and revise as needed crisis response and evacuation plans for the project and ensure that all staff are thoroughly familiar with the plan;
 Oversee travel logistics and schedules, including implementation-related travel within the country and externally;
 Lead the process of registration and renewals necessary with the Government of South Sudan, ensuring all paperwork and legal designations for the project are up to date at all times;
 Oversee all procurement and ensure that contracts are managed in accordance with donor rules and regulations as well as Crown Agents policies;
 Oversee management of all project assets within HPF and oversee policies and verification of assets held by implementing partners;
 Supervise field-presence and operations and ensure project policies are enforced and adhered to;
 Manage project inventory, any other relevant program logistics and sub-contracting matters;
 Other duties as assigned by the Team Leader
Qualifications
 Bachelor’s degree preferred in areas of public administration, management, security studies, international development, operations, or relevant field; Graduate Degree preferred.
 A minimum of 10 years of progressively responsible experience in a managerial role on development and donor-funded projects;
 Demonstrated experience managing the start-up, daily operations, and close-out of donor –funded projects;
 Demonstrated experience in a security management position on a project in a conflict/post-conflict environment;
 Demonstrated experience managing directly and remotely host country national and expatriate staff working in difficult conditions;
 Strong coordination, organization, and communication skills;
 Strong experience in South Sudan and working with government ministries;
 Fluency in written and spoken English required.
