Background to the Health Pooled Fund Project


Phase two of the South Sudan Health Pooled Fund (HPF) will be supported by the British Government’s Department for International Development (DFID), the Canadian International Development Agency (CIDA), the Swedish International Development and Cooperation Agency (SIDA), and the United States Agency for International Development (USAID). Running through 28 February, 2018, the fund will support delivery of essential primary health care and referral health services up to hospital level as well as health system strengthening at the national, state, county and facility/community levels. The HPF supports services in 23 lots - covering eight of South Sudan’s ten former states. One of the primary objectives of this project is to transfer ownership and stewardship of health service delivery to the Government of South Sudan.

A consortium led by Crown Agents and including Montrose is responsible for managing and implementing this project.



The Health Pooled Fund is seeking a Quality of Care Expert to provide leadership in quality improvement and ensure consistent improvement to the quality of integrated health services. Under the direct supervision of the health service delivery manager, the incumbent will perform the following:

Roles and Responsibilities of the Family Planning Specialist:

  • Work with the Health Service Delivery Manager to develop and oversee the implementation of the project’s work plan, ensuring completion of project deliverables
  • Provide technical support to Ministry of Health and Implementing Partners on delivering the key elements of the Basic Package of Health and Nutrition Services for primary and secondary health care, with a particular focus on quality of care
  • Lead the development and implementation of quality improvement approaches and tools in alignment with Ministry of Health guidelines and in consideration of existing quality efforts in South Sudan.
  • Coordinate the development of standard operating procedures for quality assurance with inputs from various departments of health at each level of government, users of health services, public health officials, development partners, health care organizations and health training institutes
  • Support the implementation of a pilot study to test the quality improvement tools and checklists for validity and reliability, once the manual of procedures is developed
  • Conduct supportive supervisory visits to implementing partners contracted across the 23 Lots
  • Advise on best practices and innovative approaches to improve quality of care
  • Capture and apply lessons learned and document success stories for reporting and sharing amongst implementing partners
  • Work closely with the HPF Monitoring and Evaluation team to develop indicators for measuring success and ensure documentation of quality improvement activities, trainings, assessments and data.
  • Work closely with the Health System Strengthening team, particularly with respect to HMIS findings to mainstream quality of care standards across the programme
  • Disseminate the relevant MoH policies and guidelines; monitor and follow up on the Implementing Partners’ success in implementing these policies and guidelines
  • Create performance improvement plans based on concerns or underperformance in delivery and guideline adherence
  • Attend and contribute to all relevant technical working groups, including the quality assurance framework technical working group once it is established

·         Establish Quality of Care Improvement Teams at State level

  • Identify training materials and train Quality of Care Improvement Teams at State level.

Personal Specification

  • Basic degree in nursing or medicine with Master’s level degree in health related discipline
  • Extensive relevant experience improving the quality of care in Maternal, Newborn and Child health projects in a Senior Management role
  • Extensive experience working and delivering results in fragile and conflict-affected states (previous experience working in South Sudan strongly preferred)
  • Experience managing and implementing large, multi-donor funded projects, with an understanding of various donor compliance requirements
  • Demonstrated ability to collaborate with team and partner organizations to achieve results
  • Strong interpersonal and communication skills
  • Excellent written and spoken English; strong report writing skills and experience
